Brazil and India have appealed against Microsoft Office Open XML as international standard

Brazil and India have submitted the official appeal against acceptance as the international standard of format Microsoft Office Open XML. Earlier the appeal was submitted also by the authorities of the republic of South Africa also considering, that decision ISO was not objective and independent.

Brazil and India also have made the complaints in name of the Secretary general of the International Electrotechnical Commission (IEC). The given commission is one of souchrediteley ISO. In ISO have paid attention that the appeal of India has een submitted not when due hereunder (is necessary to submit the letter in name of two chief executives of corresponding departments), nevertheless the complaint has been received and accepted to consideration.

In appeals deep concern in connection with the growing tendency in the environment of the international organisations to use of process JTC1 for avoidance of the necessity connected with achievement of process of a consensus which is a corner stone for success of decisions and the standards accepted by organisations ISO and IEC "is expressed". Process JCT1 provides creation of expert group which bears the conclusion, obligatory for reception even in case of disagreement of the countries entering into the International organisation on standardization.

In the letter the appealing it is transparent hint that at decision-making for choice a format, to some countries the destiny of a format was indifferent, and others "obviously were not impartial".

According to the established regulations, now chief executives ISO and IEC have a month to settle disagreements with national standardising bodies. If the compromise at the expiration of this term is not reached, appeals will be transmitted to Operating Advice at IEC and Technical advice at ISO.

About appeal reception it became known from members ISO, however officially the organisation has the right not to disclose data about quantity of appeals till June, 6th as the meeting of Technical advice ISO is nominated to this date. In IEC say, that detailed data about appeals will be presented next week, but already now recognise, that the developed situation is not ordinary.

Oils to fire has added and Microsoft, having informed last week, that present version Microsoft Office 2007 is not compatible to format OOXML with allowance for its amendments from ISO/IEC. Instead, the corporation plans to manufacture a patch for Office 2007 which will allow a package to work with files OpenDocument already accepted as ISO 26300, writes CyberSecurity.
